The government in charge has cancelled the requirement for public disclosure of invitations to suppliers at values below the threshold for the procedure by private legal beneficiaries under the operational programs, said single information portal for EU Structural Funds. During the meeting of the Council of Ministers on 09.03.2014 has been adopted a decree which repeals introduced in Art. 9, para. 2 of the Decree № 118 of 2014 requiring the beneficiaries of EU-funded projects to publish notice of bids - at values below 20 000 lev for supplies and services under 60 000 lev for construction. The message said that in this way the government responded to the expectations of a number of organizations, who have stated their disagreement with bureaucratic complications that actually block their work.
As part of the Forum Citizen Participation Network, CIDT "Amalipe" supported the statement made during the annual meeting in Veliko Tarnovo in July, to the Council of Ministers, in which dozens of organizations have expressed their concern about the unnecessary administrative burden, which is caused by the enactment, and urged for its repeal. We welcome the swift reaction of the government in charge on this issue!
The cancelled requirement was introduced by Decree № 118 of 2014. It has forced NGOs to publish on their web pages bidding for, for example, several packages of napkins, paper and other small costs.
CIDT "Amalipe" once again expressed its view that the said Decree, and the preceded one - Decree107 / 05.10.2014, contain many thoughtless lines that will impede effective work on the use of EU funds and will further exacerbate the bureaucratic difficulties and lead to chaos. It is necessary these Decrees to be heavily processed in order to introduce clear and simple rules and seriously reduce the bureaucratic burden - especially in the performance of procedures for competitive selection of projects and integrated projects!
