05.02.2016Amalipe assesment of the National Roma Integration Strategy in Bulgaria - 2015

On January 31 Center Amalipe submitted to DG Justice its contribution to the NRISs implementation for 2015.

The overall asesment done stresses:

 

The year 2015 marked stagnation in the Roma integration policy in Bulgaria. No significant political attention was paid to the implementation of the National Strategy of the Republic of Bulgaria for Roma Integration besides the efforts of European Commission and pro-Roma civil society to foster political engagement of the new Bulgarian government as well as to re-establish the policy dialogue around Roma integration. No developments were undertaken to reform the ineffective institutional set-up for Roma integration and no progress was achieved. Regarding the 6 NRIS priority fields, deterioration occurred in 3 of them (housing, health care, anti-discrimination), the situation remained the same in 2 others (employment and culture) while improvement was observed only in the field of education. The overall public environment also deteriorated: 2015 marked significant raise of anti-Roma rhetoric and stereotypes as well as anti-Roma clashes that were not properly met by Bulgarian institutions.

Unfavorable (for the social inclusion in general) mainstream developments in the fields of healthcare and education formed significant additional challenge that would disturb the Roma integration policy in the near future.

The biggest success factor in 2015 was the engagement of two ESF co-funded programs (Science and Education for Smart Growth OP and Human Resources Development OP) as well as of EEA Grants and Swiss Contribution with funding the NRIS implementation. It brings possibilities for fostering NRIS implementation at local level and for engaging broader set of stakeholders. Nevertheless, much more success factors are necessary to overcome the stagnation in Roma integration policy.

05.02.2016Center "Amalipe" is included in the campaign "No hate speech movement" of the Council of Europe



On January 28 and 29, 2016 the Ministry of Education and Science (MES), the Center for Human Resources Development (HRDC), Stara Zagora Municipality and the International Youth Centre - Stara Zagora hosted the first meeting of the National Coordination Committee (NCC) to the campaign of the Council of Europe "No hate speech movement" 2016-2017.

The meeting was held at the International Youth Centre in the town of Stara Zagora, funded within  BG06 "Children and youth at risk" Program to the EEA Financial Mechanism.
The main objective of the event was to bring together institutions and organizations that were relevant and proactiveon the issue of prevention of hate speech among young people in Bulgaria, enabling them to discuss and plan future joint initiatives.

The meeting was attended by representatives of Ministry of Education, HRDC, Municipality of Stara Zagora, IYC Stara Zagora, Eurodesk network, Association "Opportunities without borders", Center "Amalipe" and other youth organizations, as well as the campaign coordinator for the Council of Europe, Mr. Menno Etema.


During the first day of the meeting Mr. Etema presented the campaign "No hate speech movement"for the period 2014 - 2015 and outlined the priorities of the Council of Europe on the topic for 2016 - 2017. The main activities and possibilities for cooperation within the campaign were discussed.

Specific activities in the campaign will be:

· March 8 - campaign against sexist speech.

· June 22 - European Day for the Victims of hate speech

· December 10 - Human Rights Day online

 

During the meeting, the advisor to the Minister of Education, Mr. Robert Djerassi announced the intentions of the Ministry of Education and Science to conduct  a "no hate speech" day and "March of courage" (crosses with the participation of officials from institutions) on April 8.
