12.01.2018Draft Decree amending and supplementing the legislative acts of the Council of Ministers on key changes in the methodology of financing schools and kindergartens

The Ministry of Education and Science has published for public discussion a Draft Decree amending and supplementing the Council of Ministers' legislative acts concerning key changes in the methodology of financing schools and kindergartens. The Decree will implement in practice important changes in the system of financing pre-school and school education, as defined by the State Budget Act 2018 and the accompanying changes to the Law on Pre-school and School Education

 The Draft Decree provides:

- introducing new, additional criteria for allocating delegated budgets - to improve the funding of schools with fewer pupils: the funding allocated to municipalities will be determined not only by the number of pupils but also by the classes and the number of schools. This will lead to a significant increase in the budgets of smaller schools;

- funding will be made not only by the number of pupils but also by the number of classes, by allowing more classes to be open and reduce the number of students in them;

 - introducing coefficients related to the peculiarities of the settlement and the municipality, with the largest coefficient being the large urban municipalities with a population of more than 100,000 inhabitants, and with the smallest - those in border and remote areas such as Strandzha-Sakar and Northwest Bulgaria, for which a targeted impact is envisaged;

- It also introduces the possibility of additional financing for teachers working with children at risk included in mobile groups to prevent dropping out, etc. "Children and students from vulnerable groups" identified those who are "at risk of early school leaving and schooling, or whose access to education is at increased risk because of their parents' low educational status and the associated disadvantage position on the labor market and the risk of social exclusion." In accordance, schools and kindergartens with a concentration of children / pupils from vulnerable groups will receive additional funds for the payment of "staff included in the teams for enrollment and retention in the education system of children and students at compulsory pre-school and school age for recruitment of a social worker, educational mediator or teacher's assistant, for the payment of additional classes in Bulgarian language at schools and of additional modules for children who do not speak Bulgarian at kindergartens, as well as for staff involved in measures to support access to education and prevent the risk of premature failure of the system of pre-school and school education for children and students from vulnerable groups. "

Which schools will have the right to receive these additional funds will depend on the percentage of parents with primary and lower education. If the percentage of low-education and illiterate parents exceeds 20, the school / kindergarten will fall into one of the five categories that may receive additional funding.

The draft decree regulates additional funding for protected kindergartens and schools.
