The instruction answers the many questions that were previously unclear. An important new element becomes prominent of the instruction is that at least 60% of the funds received by each school participating in the project to implement the school curriculum "Your Lesson" must be for payments to group leaders: This is clear by Art. 82, see pages 27 and 28. The margin distribution of the funds received for the implementation of the school curriculum "Your Lesson" is:
- Materials, directly related to extracurricular activities: up to 30%
- Consumables - toner, etc .: to 2%
- External services: 5%
- Logistics for board meetings "Your Time": 3%
From Art. 82 logically follows that funds for fees of groups leaders - including external speakers - must be at least 60%. This means that it is necessary for those schools, which foresaw a lower rate than the given one to increase number of groups. If provided a higher rate of 60%, this is not a problem: those funds specified in Art. 82 for materials, supplies, outside services and logistics can also be lower.
The Instruction also clears that outsiders - natural or legal - will receive only funds for fees of the leaders of the groups. Legal entities can receive up to 10% of logistics, if conducted extracurricular activities in their own base, to cover the costs for electricity, heating, etc... If activities are carried out in the school, this opportunity will not be possible.
Materials and supplies for the activities conducted by outsiders - natural or legal - will be purchased from the school and granted to the persons concerned.
Principals may also lead groups: It is clear from the article. 85 para. 6 - p. 29. In that case their contract is signed by the Head of REI.
Principals and school accountants will receive payment for additional work on the project, which does not come from the funds for the implementation of the school curriculum "Your Lesson": This is clear from art. 84, 85 and others. Rates are 8 leva for principal and 6 leva for an accountant. See Annex 7, p. 60 how many hours are entitled to a maximum of principal and accountant.
Of course, if the principal and accountant lead extracurricular activities, they will be paid separately and will be 12 leva per lesson!
