Public councils to each school and kinderfarten should be made till the end of 2016. It is provided by the regulations for the establishment, structure and activities of public councils, approved by Minister Kuneva. The number of members of the Public Council at schools and kindergartens with less than 500 students will be 5 or 7, and more than 500 students - 7 or 9. One of these members will be representative of the funding authority (ie the municipality in most cases of kindergartens and schools or the ministry in some schools), one may be representative of business and employers (a possibility open especially for vocational schools), and the rest will come from the parent community, chosen by the parents themselves.
Parent representatives may be parents of children and students from the school / kindergarten or prominent public figures, former students of teh same educational institution and others. The second group cannot be more than 1/3 of parent representatives, ie about 1 or 2 public figures.
Person, who is employed or has a contract with the school, or is a member of the School Board, or is convicted cannot be a member of the Public Council.
The participation in the Public Council will not be paid.
The mandate of the Public Council is three years.
The regulation defines the specific steps in the selection of parental representatives. They will be elected at meetings of parents, as in schools and kindergartens with less than 100 students will be held a general meeting and more than 100 students parent meeting will take place in two stages. The first phase will run as meeting on classes / groups, where parents will choose one or two representatives of the class, while the second stage will gather representatives of the classes to determine parental representatives in the Public Council.
The parental meetings will be organizaed by the Directors by written invitation (by class teacher) to each of the parents made no later than 15 days before the event. The invitation will be addressed also by student notebook, the website and the place for ads in the school / kindergarten.
The Public Council will approve the development strategy of kindergarten or school and will adopt the annual report of the Director for its implementation. It will also participate in the work of pedagogical council when discussing programs for prevention of early school leaving and to provide equal opportunities and inclusion of children and students from vulnerable groups, as well as discussing the selection of school uniforms. The new body will be able to offer policies and measures to improve the quality of education based on the results of self-assessment of the institution, external evaluation - for schools and inspection of kindergarten or school. It will also provide an opinion on the budget allocation for activities and the amount of capital expenditures, as well as on the report on its implementation in spending from the state budget. It will coordinate school curriculum, and the choice of textbooks. It is envisaged that a representative of parents to participate in committees for the appraisal of Directors, at a competition of director, as well as during the creation and adoption of a code of ethics of the school community. During the meetings of the teachers' council representatives of the Public Council are entitled to vote. With a deliberative vote in the meetings of the Public Council are involved at least three representatives of the student government and a representative of the school board.
The adopted regulation should initiate the formation of public councils. Although some schools have started this process months ago, they would have to hold elections again- according to all provisions of these Regulations. Art. 270 of the Acton pre-school and school education requires the establishment of the Public Council to take place according to the regulations approved by the Minister of Education.
