23.08.2016 Valery Novoselsky left our world

 

 

With sincere and deep pain we announce that on August 20 the Romani activist and editor of the internet network Roma Virtual Network Valery Novoselsky has passed away! Valery was in Riga, where he was engaged in a Roma Music Festival. Valery Novoselsky was born on April 15, 1970 in Dnepropetrovsk, Ukraine, former Soviet Union. In 1995 he emigrated to Israel. In 1999 he started developing a Roma virtual network which quickly became the largest channel for information about Roma. Being a platform for thousands of Roma and pro-Roma organizations, activists, researchers and public figures, the network daily reaches thousands of users worldwide. Publications in the virtual network covered a wide range of information on Roma: news of events, opinions, analysis ... Because of its rapid expansion Roma Virtual Network proliferate into "national" Roma networks that transmit information about Roma from a certain country, for example. BulgarianRoma and many other. And it started long before the era of Facebook and Tuiter.

 

Through his activities Valery created a virtual Roma world that knew no boundaries! There were no restrictions on the use of languages - English, national languages and naturally -Romani. There were no limitations on the types of messages - articles, news, letters ... There was no censorship of ideas presented. The only thing Valery wanted to limit were personal attacks and slander among Roma activists and false / incorrect information (in one of his last interviews Valery emphasized that the accuracy of information is more important than the speed of its receive).

 


Of course, as every world created by man Roma virtual world had its drawbacks. Its creator sometimes regretted that intellectual debates were rare, many organizations did not write about their activities, personal attacks between Roma "leaders" were routine. Valery himself often remained completely unappreciated: users of the Roma Virtual Network were accustomed to its services, but few felt the need to contribute to its maintenance and development. Even fewer were aware of the energy and dedication of the creator of the network.

23.08.2016Problems of Roma youth were discussed at a national meeting in Plovdiv

Representatives of Center "Amalipe" took part in the National Meeting of the organizations working with and for young Roma, which was organized by the Youth Center Plovdiv. On 9 and 10 of August, at Youth Center Plovdiv Valery Angelov and Denitsa Ivanova took part in the meeting aimed at presentation of the youth centers in Plovdiv, Stara Zagora, Dobrich and Vratsa under the program BG 06 "Children and youth at risk," Component 1 "Caring for youth at risk", as well as discussing key issues and problem areas before Roma youth, sharing best practices and partnerships and future cooperation between youth centers and organizations. The meeting was officially opened and supported by Mr. George Tityukov - Deputy Mayor on "Sport, Youth Activities and Social Policy" in Plovdiv Municipality and Ms. Rositsa Ivanova - Secretary of the National Council for Cooperation on Ethnic and Integration Issues.

 

 

Participants gave examples of specific problems in their regions and indicated successes on the way to their overcoming. Denitsa and Valery shared the work of Amalipe with youth volunteer groups that include both Roma and non-Roma youths, which is even more a prerequisite for success. Youth volunteer groups were established within the two major programs of Amalipe: Youth is tolerance and Every student will be a winner, covering more than 200 schools throughout the country. They work not only to change the negative attitudes and promoting tolerance among young people from different ethnic groups, but also for increasing civic activism, overcoming marginalization and increased motivation for learning and development among Roma youth. At the end of the meeting attendees agreed that if they work together and share their experience, the chance to resolve these problems faster and easier is bigger.

Through the scheme "Development of social entrepreneurship" OPHRD will invest 15 million BGN for:

 

- Support of at least 70 cooperatives and social economic enterprises. They are expected at least 35 of them to continue to operate after the end of the project;

 

- At least 480 unemployed people to gain employment in the social economy. 240 of them to continue working after the end of the project.

 

The procedure will be implemented by competitive selection of projects between 50,000 BGN and 391,166 BGN each. Social enterprises, businesses of people with disabilities, employers, municipalities, social service providers and NGOs can apply.

23.08.2016Draft Regulation on public councils at schools and kindergartens has been published for public consultation

 

Ministry of Education and Science published for comment a draft Regulation on the establishment, structure and activities of public councils. The project is available on http://mon.bg/?go=page&pageId=381&subpageId=63, and suggestions are accepted until August 29.

 

The Act on pre-school and school education requires creation of a Public Council at each school and kindergarten. Article 265 para. 2 of the Act defines the Public Council as "body to support the development of kindergarten and school and for civilian control of their management" .Art. 269 defines a wide range of powers to the Council, such as adopting strategy for development of the school / kindergarten, participating in the elaboration of school programs to reduce early school leaving and educational integration, giving an opinion about the delegated budget, curriculum, textbooks, etc. The Act also determines the composition of the Public Council and the basic parameters of its functioning (art. 266-268) and requires the Minister of Education to develop regulations for the establishment, structure and activities of public councils (art. 270). Essentially, the Act provides for the creation of an entirely new body other than the former, including school boards.

Published by the Ministry of Education to discuss draft regulations details and gives specific deadlines and guidelines for implementing the basic postulates of the Act. According to it, the number of members of the Public Council at schools and kindergartens, which have less than 500 students will be 5 or 7, and those with more than 500 students - 7 or 9. One of these members will be a representative of the funding authority (ie municipality in most of the cases of kindergartens and schools or the ministry in some schools), one may be representative of business and employers (a possibility open especially for vocational schools), and the rest will come from the parent community, chosen by the parents. Parent representatives may be parents of children and students from the school / kindergarten or prominent public figures, former students and others.The second group cannot be more than 1/3 of parent representatives, i.e we are talking about 1 or 2 public figures. Members of the Board who have an employment contract with the school, or/and who are members of the school board or who have been convicted cannot be members of the Council. The participation in the Public Council will not be paid.

 

The draft regulations set out the specific steps in the selection of parent representatives. They will be elected at meetings of parents. In schools and kindergartens with less than 100 students will be held a general meeting and in those with more than 100 students parent meeting will take place in two stages. The first phase will run as Assembly within the classes / groups, during which one or two parents of the class are chosen, while the second stage will gather representatives of the classes to determine parental representatives in the Public Council. The parental meetings will be convened by the Principals by written invitation to each of the parents made no later than 15 days before the event.

 

The draft regulations details the powers of the Public Council, determined by the Act. For example, it is clear that the Council gave opinions on the draft budget, the principal should submit a reasonable reply at any particular proposal if it is not accepted or reflected in the draft budget.

 

In its transitional and final provisions the draft regulation require one month after its approval, the principal of the school or kindergarten to take action to create a Public Council.

 

The publication of draft rules and its deadlines clearly show that school Public Councils will probably differ from Public Councils "Your Lesson", which will be formed at the beginning of the school year to make the choice of extracurricular activities that will be organized in the school under the project "Your lesson". The draft regulations as such does not address what will be done in cases where schools and kindergartens have already organized parent meetings: those were held in many places in May-June, as they didn\t follow the draft regulation requirements but only the general provisions of APSE.
