On average, about 17% more will be provided by the state to the schools and kindergartens through the activities delegated to the municipalities under the "Education" function. This is planned by the Draft of the Decision of the Council of Ministers of amendment of Decision No. 277 from 2018 of the Council of Ministers on the adoption of standards for the delegated by the state activities with natural and value indicators in 2019.
The standard cost for a pupil in a non-specialized school, not a vocational high school becomes 1611 BGN instead of the current 1370 BGN. The standard for school will be increased to 38400 BGN, and for a class - to 8176 BGN (with respectively BGN 33,000 and BGN 6,998 in 2018).
The funds for kindergartens have also been increased. The standard for nurseries and all-day groups in kindergartens and schools will be increased to 4664 BGN and for institution - to 23 800 BGN instead of the current 3998 BGN and 20000 BGN. For a child from 2 to 4 years the state will provide BGN 2190, and for a child in mandatory pre-school age - 2405 BGN.
To these values will be added the respective regional coefficients, the group norms for all-day organization of the school day and for a pupil in it, etc.
The new thing is the provided for interest activities funds- BGN 1,900 per school and BGN 30 per pupil.
The proposed 17% increase should help schools and kindergartens to secure the 20% increase in teachers pay as well as rising maintenance costs. It is obviously necessary but not enough and would challenge the directors.
