The Council of Ministers appointed Vice Premier Valery Simeonov as Chairman of the National Council for Cooperation on Ethnic and Integration Issues - a body that fell into a "sleepy coma" on April 8, 2013 and after 2-3 attempts to be "intubated" [1 ] has "passed away". Changes to the Council's Rules of Procedure are foreseen through which: - as main objectives to be set: combatting Roma children playing with pigs in the streets and Gypsy women with instincts of street bitches; - as main activity to be defined the beat against grandmothers, who know their rights; - The motto "Unity in Diversity" should be replaced by "Work will make you free". A representative of the Bulgarian Orthodox Church will be invited to attend the upcoming meeting of the NCCEII to perform a burial service. A Chief Mufti's representative will not be allowed because the latter is run by Erdogan ...
Seriously for frivolous: The Rules of Organization and Procedure of the National Council for Cooperation on Ethnic and Integration Issues, established to the Council of Ministers, promulgated in SN. 107 of 13.12.2013. NCCEII is a "coordinating and advisory body that assists the Council of Ministers in the development and implementation of the state policy on ethnic and integration issues ... The National Council assists with the cooperation, conducts the coordination and conducts public consultations between the state bodies and legal non-profit organizations of Bulgarian citizens belonging to ethnic minorities, and other non-profit purpose ... ". The Chairman of the Council is Deputy Prime Minister appointed by decision of the Council of Ministers. Secretariat of the NCCEII is part of the Administration Council of Ministers and is a National Contact Point for the implementation of the National Strategy of the Republic of Bulgaria for Roma integration. On 8 April 2013, Amalipe, Integro, World without Borders, RACE and 6 other Roma organizations left the NCCEII, arguing that there was no real power, inefficient structure, and lack of political will, the Council actually to fulfill its objectives and tasks. Organizations have proposed specific changes by declaring willingness to participate in discussions to achieve Council reform. The need for such reform was also mentioned in reports from the European Commission. Discussions on reforms were led with Deputy Prime Minister Kalfin and Donchev, but they have not led to concrete results due to the termination of their mandates. In his political career, Valery Simeonov became famous among the Roma organizations with his speech, made in December 2015 in the National Assembly, in which he pointed out "The question remains what are the reasons part of the gypsy ethnicity to become a ruin of statehood and laws because the people who at the time of socialism, about 25 years ago, they worked and sent their children to school, contributed to the creation of public goods, and now they became naked, self-confident and dishonest men-like, wage-claiming without working, claiming social pensions, without being ill, claiming social benefits for children who play with the pigs on the street and maternity benefits for women with instincts of street bitches." With other speech, he built a name among the Jews, as well.
With the appointment of Valery Simeonov as Chair of the NCCEII, the "Borisov 3" government takes a course analogous to the appointment of Peevski as chair of SANS by the time of Oresharski. It is still to be seen how much the reaction of civil society will be similar.
