New Board of the Center for Educational Integration of Children and students from ethnic minorities was appointed by order of the Minister of Education and Science Meglena Kuneva on 06/27/2016. Chairman of the Board is Deputy Minister Dian Stamatov. Members are representatives of the Ministry of Education (including Chief Secretary Krasimir Valchev and Kaloyan Damyanov - Advisor to the Minister of Education), Ministry of Finance, Ministry of Culture, Ministry of Labour and Social Policy and the Secretariat of NCCEII. National Association of Municipalities, and three non-governmental organizations with expertise in educational integration - Center "Amalipe", Association "Integro" and Association "Equal Opportunities" are also presented in the Board.
The Center is a secondary funds operator to the Ministry of Education, established to assist the implementation of the government policy on the educational needs of children and students from ethnic minorities. This policy has as its framework Strategy for educational integration of children and students from ethnic minorities, the National Strategy of Bulgaria for Roma integration strategies in the field of pre-school and school education. According to the regulation of the Center management bodies of the Centre are management board and director. Board members are determined by the Minister of Education and Science. Chairman of the Board is the Minister of Education and Science or authorized deputy minister. The mandate of the Board is three years.
The Center formed its budget by budget subsidies (for years it is over 1 million leva per year) and donors funding (Roma Education Fund and operational programs). These funds are distributed through competitive procedures between schools, kindergartens, municipalities and Regional inspectorates of education.
Over the years, the Center has established itself as a partner of hundreds of schools, thus announced by the Centre procedures are characterized with relatively easy templates and conducive to beneficiaries scheme for payment and reporting. Hundreds of schools and kindergartens apply to these procedures, including those which are situated in small towns and hardly reach EU funds.
