Regarding the statements of the Minister of Health, Petar Moskov in media and his private facebook account for the order that plans to forbid the teams of emergency help to respond to calls from the Roma neighborhoods, CIEDT “Amalipe” alarms: “Such order directly relates the enjoyment of their human rights to their residence and indirectly to their ethnicity. This is clearly a violation of the constitutional order of the Republic of Bulgaria!”

This is unacceptable!

-the claim “Enough talking about whatever rights they have …”, we remind that enjoying the human rights is the basis of democracy and its limitation is a call for its repeal.  

- the claim “If someone has chosen to live and act like a yahoo, obtains the right to be treated as such”

-  the definition of the citizens of the Roma neighborhoods as the “abovementioned population” and comparing them to “wild animals”

 It is absolutely unacceptable also to issue such an order that forbids the emergency teamss to enter the neighborhoods where there were previous incidents after an agreement with the local non-formal leaders for a personal responsibility for the behavior of the citizens from the neighborhood: even the neighborhoods with incidents, the perpetrators are not all the residents, not even the majority of the residents!  

Security problems of the emergency teams are serious and the concerns in this area are justified. But these problems could only be solved through an overhaul reform the Health system and Health insurance system. CIEDT “Amalipe” and the other Roma organizations are ready to contribute to resolving the gained problems - both through constructive suggestions and through field work in the community. This must happen after a constructive dialog with the relevant institutions.
