The first sitting of the Monitoring Committee for the HRD OP was held

 

 The first session of Monitoring Committee for the OP “Human Resources Development” was held on 12th of December in Sandanski. It was presided at the deputy minister of labor and social policy Zornitsa Roussinova. The sitting was also attended by Aurelio Secilio, head of the unit “Romania, Bulgaria, Malta”, Kiril Kiryakov, Ventsislav Petrov and Dora Krumova from “Employment, social issues and inclusion” in the Eropean Commsission, deputy minister of labor Lazar Lazarov, representatives of institutions related to the operative programme, social partners and non-governmental organizations. The organizations working for social inclusion and integration of the marginalized groups were represented by Spaska Petrova.

 

The Committee adopted the Internal Rules of Procedure and established three sub-committees: employment, social inclusion and Roma integration. The sub-committee “Roma integration” will involve representatives of MLSP, Employment Agency, Social Assistance Agency, Ministry of Education, Ministry of Health, Ministry of regions development, Secretariate of NCCEII, social partners and the eight non-governmental organizations from the NGO group, involved in social inclusion and integration of the marginalized groups. They discuss and define the criteria for selection of operations, and then propose them in Monitoring Committee. Representative of the Roma organizations will take part in both sub-committees.

 

Indicative work programme for 2015 was also adopted. It includes the proposal from the Roma organizations from November (link) and plans the announcement of “Integration” grant scheme. It will support integrated projects of municipalities and NGO related to “Access to employment”,  “Access to social and health services”, “Development of local communities and overcoming the negative stereotypes”, and will require mandatory partnership. The scheme will be supported with 50 million leva.

 

The indicatie work programme also provides in 2015, 10 other operations to be initiated. Seven of them are directly for providing funds from MLSP, EM, SAA and the Secretariate of NCCEII. In both procedures (“Active” and “Activation and Employment”) the expected beneficiaries are to be non-governmental organizations that will implement activities in the community for identifying and activation of the unemployment. Monitoring Commettee adopted the first three of the operations on Operative Programmes: <Youth employment> <Developing and establishing a system for monitoring, evaluation and control of the implementation of the National Strategy of Republic of Bulgaria for Roma Integration 2012-2020> and <Technical support >.
