23.04.2015Committee on Education at the National Assembly rejected the early intake and promised guarantees for schools that are unique in the village

At its meeting of 22 April the Board of Education and Science has not accepted the proposal for early admission - from fifth grade - in special schools. MPs decided to vote according to conscience, not according to parliamentary groups. So part of representatives of GERB did not support the amendment proposed by the Chairman Milena Damyanova and a group of MPs and turned the decision. The text for early adoption was rejected by 9 votes "abstain", one "against" and 7 "for".

At the meeting it became clear that will be offered and protection of schools, which are the only ones in the village. Chairman of the Commission on Education and Science Milena Damyanova announced that the text in this field will be voted in the section on protected schools and transitional provisions, it will reflect the proposals of hundreds of schools and NGOs on additional guarantees for the development of the school network and the quality of education in rural areas.

Bill for pre-school and school education was adopted on first reading by the National Assembly in early February 2015. As of March, the Commission on Education and Science in the text for the second reading, the meeting of 22 April reached 46.

In February, a wide group of key non-governmental organizations working in the field of education, submitted proposals rejected early adoption and are designed to create guarantees for quality education for all children. The proposals were supported by "Parents",  "Teach For Bulgaria " Foundation, "Center for Educational Initiatives", Center for Interethnic Dialogue and Tolerance "Amalipe" Foundation "Trust social alternative", UNICEF, the "America for Bulgaria" NNC, the association "World without Borders" Association "New Road", the "Open Society", Centre for Inclusive Education, Institute of progressive education. Also in February Centre for Interethnic Dialogue and Tolerance "Amalipe" and 282 schools across the country initiated a petition with proposals to the National Assembly. They are aimed at providing guarantees to improve the quality of education, preservation and development of primary schools and schools in rural areas. The proposals include a request for a stay of eighth grade in basic education, prevent the early admission (grade 5) in special schools, determining the category "school, which is only in the village," easier reintegration into school dropout and Bulgarian children, who travel abroad with their families, non-segregation along ethnic lines. The march was initiated and subscription by parents and citizens, which is supported by over 12 000 people. The final decision on early adoption and other proposals will be taken in the vote on the text in plenary.
