30.05.2015Monitoring Committee of Science and Education for Smart Growth OP approved the first operations for educational integration

 

The second session of the Monitoring Committee of OP “Science and Education for Smart Growth” was held on May 26th and 27th in Sofia. In the session participated the whole political leadership of Ministry of Education and Science (the Minister prof. Tanev, deputy ministers Vanya Kastreva and prof. Nikolay Denkov), representatives of the European Commission, the institutions, involved with the programme, the social partners and NGO representatives. The organizations, working for integration of minorities, were presented by Mr. Deyan Kolev.

The Committee approved the first 7 schemes financed within the OP. Operation “Develop of abilities of students and increasing of their motivation for study through activities, developing specific knowledge, abilities and competencies (Your class)” is the bigger from the approved schemes. The operation is a sequel of project “USPEH” (Success) from the last program period, and now certain important changes are included, such as:

- activities with parents which will be mandatory,

- there will be implemented activities between schools with accent on mutual knowing students from different ethnicities and forming a tolerance to diversity in schools,

- the Operation will be implemented from Ministry of Education and Science as concrete beneficiary that will distribute the resources among the participating schools. The schools will be allowed to engage and subcontract non-school organizations, incl. NGOs and individuals. The Operations starts from the second semester of the next school year.

On the second day of the session (27th of May) the Committee approved criteria for selecting on three operations: “Educational integration of students from ethnic minorities and searching and receiving international support”, “Support for pre-school education and preparation of children in disadvantage situation” and “Providing conditions and resources for building and developing of supporting environment in child gardens and schools for implementation of inclusive education”.

The committee approved the suggestions of non-government organizations, working for integration of minorities, and increased the budget of the operation and established two deadlines for applications: 30th of September 2015 and 29th of February 2016.

During the discussion Mr. Deyan Kolev (representing a NGO, working for integration of minorities) suggest the Ministry of Education and Science to introduce free pre-school education for all children at the age of 5 and 6, by removing all kinds of taxes for children in preparatory groups and implement whole-day organization in preparatory classes. For this insisted also the representatives of the European commission. In respond the deputy minister Denkov said, that this is an ongoing discussion in the Ministry of education and there will be decision until couple weeks; then will be assessed whether in the projects on the approved scheme can be added expense for covering the taxes.
