Ministry of Labour and Social Policy as a Managing Authority of Operational Programme "Human Resources Development" announces a competition for competitive selection of projects "Development of social entrepreneurship." The procedure aims to facilitate access to employment and to provide support for social inclusion of vulnerable groups by creating appropriate conditions for their professional integration in the social economy.

The total amount of the grant is 15 million leva, each supported project will be between 50 000 lev aand 391,166 leva. Eligible candidates can be social enterprises, employers, social service providers, municipalities, NGOs and other.

Procedure and approved projects fall under the system of minimum benefits "de minimis", as it relates to the entire project cost. The restrictive interpretation of the system "de minimis", implemented by MLSP and the Ministry of Finance does not distinguish between enterprises and legal entities, operating in the public interest without profit, and also does not distinguish economic from non-economic activities in the approved projects.
