24.02.2017Deputy Prime Ministers, ambassadors, European Commission representatives and NGOs will discuss the inclusion of Roma in EEA Financial mechanism / Norwegian FM

 

AMALIPE Center for Interethnic Dialogue and Tolerance and Open Society Institute - Sofia in cooperation with Malina Kroumova, Deputy Prime Minister for EU Funds are organizing Round table “Successful practices and models for Roma inclusion”. It will take place on February 27, 2017 in Sofia Balkan Hotel from 9,30 to 16,30.

The forum aims to present good practices and models for inclusion of Roma in the areas, supported by the EEA FM and the Norwegian FM as well as to support the interested operators and the Central coordination unit in defining topics and approaches for implementation during 2014 – 2021 program period. One of them will be Roma Health Scholarship Program, supported by RHP and REF.

Deputy Prime Minister for EU Funds Malina Kroumova, Deputy Prime Minister for Social Policies and Minister of Health Ilko Semerdjiev,representatives of program operators, Central coordination unit,other national institutions; representatives of the donor-countries; ambassadors from the Roma Inclusion Ambassadors Group; NGOs and experts, working for the Roma inclusion will take part in the forum. Participants from the Managing Authorities of ESF co-funded operational programs will also take part in order to ensure better coordination among different financial instruments that support Roma integration.

On Dec 9th 2016 Bulgaria signed memorandums of understanding for implementation of the Financial mechanism of European economic area and the implementation of the Norway financial mechanism 2014-2021. According to the MoUs Bulgaria will receive financial support for projects amounting to 210,1 million euro provided by Iceland, Lichtenstein and Norway. During the next six months relevant ministries and stakeholders from Bulgaria and the donor-countries have to elaborate concepts for each of the approved programs.

Boths MoUs are setting focus at the policies for Roma inclusion. The EEA Financial mechanism contains a programmatic area “Roma inclusion and empowerment” within “Local development, decrease of poverty and improvement of inclusion of vulnerable groups” as well as a requirement that 10% of the resources under the program “Cultural entrepreneurship and collaboration” to be invested in improvement of the status of Roma. The Norway financial mechanism requires 10% of the programs “Justice” and “Internal affairs” to be used for improvement of the situation of Roma.
