25.03.2009Suggestions of Center “Amalipe” to the draft Public Education Act
On March 23 Center for Interethnic Dialogue and Tolerance “Amalipe” put forward to Ministry of Education and Science suggestions for the Public Education Act proposed by the same Ministry. The suggestions are directed to incorporating key Roma educational integration points within the Law. For example they propose articles that prevent the segregation of Roma kids in special “Roma” schools and classes, facilitate intercultural education, quality of education in all schools attended by Roma students, prevent drop-out rate, etc.
The Law for School Education (i.e. the Public Education Act) was proposed by Ministry of Education and Science for public discussions on February 23 together with invitation for suggestions to all interested organizations. The intention of MES is to put forward the Law to the present Parliament before its mandate ends (May 2009). The Law for School Education will replace the present Law for Public Education.The draft proposed by MES contains articles that facilitate the integration of children with disabilities in the mainstream schools. At the same time it does not contain any articles that facilitate the educational integration of Roma and other minorities. Having in mind that this Law will define the development of entire Bulgarian education (and Roma educational integration in particular) Center Amalipe plans to organize Round table with school principals and teachers of Roma students to discuss and propose broad range of suggestions to the draft Law.
