25.03.2019Results of the public consultation procedure on the draft national education programs for 2019

Under the "Development of the Preschool Education System" National Program, projects of kindergartens that do not collect fees and other payments from parents will be approved as a priority, and Ministry of Education and Science will consider increasing budgets of the program from the following year. The "Assistance to Municipalities for Implementation of Educational Desegration Activities" National Program will support projects both in cities with at least three educational institutions at least one of which segregated, as well as in cities with separate neighborhoods / areas with predominantly Roma population and a threat of secondary segregation, even if there is no segregated school or kindergarten. These proposals of Amalipe Center were adopted within the framework of the public consultation procedure on the draft national education programs for 2019.

Part of the other proposals were not accepted. Under the desegregation program, educational mediators working with parents in host schools will not be appointed: the MES will expect mediators from segregated schools to support the desegregation process. However, municipalities may appoint mediators with their own funds within the 10% co-financing requirement - this cost wil be eligible.

The same program did not accept the proposal to organize motivational campaigns with parents of segregated schools/ neighborhoods to support education in an ethnically mixed environment. The formal refusal of this proposal is the availability of funding opportunities for such activities by OPSESG and CEICSEM.

 

Within the framework of the public consultation procedure on the draft national education programs for 2019, Amalipe Center sent opinions and proposals on three national programs: "Assistance to Municipalities for Implementation of Educational Desegration Activities", "Development of the Preschool Education System" National Program and "Together for Every Child". Opinions were also sent by schools and kindergartens, RDE, the Industrial Capital Association, the Employers' Union in the National Education System, and the National Children's Network.
