RESUME OF THE PROJECT

 

The project is two-year initiative starting from February 2011. It is implemented in Bulgaria, Romania and the Netherlands by Center Amalipe (leading organization), Justitia et Pax, the Netherlands and Roma Center for Health Polocies SASTIPEN, Romania (partners). The project is financed by DG Justice of the European Commission within Fundamental Rights and Citizenship Program.

 

The overall goal of the project “TO TOUCH THE UNTOUCHABLE: combating traditional and new anti-Roma stereotypes” is fighting traditional and new anti-Roma stereotypes among educational, social and health field workers in Bulgaria, Romania and the Netherlands, and fostering mutual understanding and an intercultural dialogue between Roma communities and field workers following principle no.3 from the EU Council Conclusions from June 8, 2009.The aim of the project is to establish a model for effective usage of public services by Roma, for cooperation with Roma community and engaging them with cross-community activities that would guarantee that all members of vulnerable communities like Roma equally enjoy their fundamental rights.

 

Direct beneficiaries of the project are:

-          representatives of Roma community in six regions in Bulgaria, and in one region in each of the partner countries Romania and the Netherlands;

-          public officials and field workers in the field of education, social field and healthcare at local, regional (in six districts) and national level in Bulgaria, as well as in one county and at national level in Romania and the Netherlands. In Bulgaria and Romania the project activities will reach most of the representatives of the local structures in the three fields through a ToT approach.

 

The major activities within the project are:

-          A research on the situation of Roma and attitudes towards them from the side of public officials.

-         Creating Joint Task Forces – mobile groups at district level who consist of one educational, one health and one social worker, representatives of the three institutions respectively.

The JTFs will have two major tasks: - to organize follow-up trainings for colleagues in their own institutions or field workers in the given field in order to help them overcome prejudices and discrimination; - react on cases of discrimination against Roma on the field or in other institutions and apply a multisectoral approach in solving it.

Special training program will be implemented in order to cover all administrative layers in the institutions in the three fields. In addition, national inter-sectoral cooperation for fighting anti-Roma prejudices will be established.

-          Publishing materials for fighting anti-Roma stereotypes.

-          Public awareness campaigns against anti-Roma stereotypes.
