06.11.2013Bulgarian and Spanish experts discussed the inclusion of Roma integration in the new operational programs

 

Workshop on the planning of the new operational programs and the integration of Roma was held on 11.10.2013. It was organized by the Ministry of Labour and Social Policy (MLSP ) in connection with the participation of Bulgaria as a key partner in the new joint project of MA ESF and Fundacion Secretariado Gitano in Spain: " Strengthening policies to exchange experience in the field of Roma Inclusion ", which will be implemented in the next programming period 2014 - 2020 as continuation of the initiatives, implemented by the " European Network for Roma community and social inclusion 2007-2013 " (EU Roma network).

The meeting was attended by representatives of the Ministry of Labour and Social Policy, the Agency for Social Assistance, Employment Agency, Ministry of Education and Science, Ministry of Regional Development, Association of Municipalities and CIDT Amalipe.

 

The purpose of the meeting was:

 - Preparation of draft analysis on the current programming period, aimed at summarizing the "lessons learned" for the next programming period 2014-2020;

 - Deepen the discussion on the "explicit but not switch off" direction, co-ordination at national and local level and mechanisms for implementation, integrated approach, partnerships reconciliation between policies and funds, Roma participation, mechanisms for monitoring and evaluation, etc.

 
All members of the OP Human Resources Development and OP Regional Development presented the schemes in their programs involving the Roma community and the results achieved by them. Emphases were placed on the models used to implement the schemes, management and compliance of policies and funds.

 
Specialized job fairs organized by labor offices aimed at integration into the labor market for Roma representatives with the participation of employers, were reported as good practice by representatives of the National Employment Agency.

 

On behalf of EU Roma Network was raised the issue of the development of the OP focused on providing integration policy on Roma, MLSP found the idea as
​​good , although there is no time to develop such.


As representative of Amalipe Grigorova J. made
​​the following recommendations for the new programming period – experience of the integrated projects for social inclusion - employment and housing policies, between MRD and MLSP to be further developed by including the Programme for Rural Development 2014 - 2020, which would ensure the projects in the rural areas, including through local strategies for community development and through support of the Amalipe’s Centers for community development. Emphasized was the need for the inclusion of the RDP 2014-2020 through tested, active integration measures- at the municipal level, including in partnership with NGO for the centers for community development and the development of local strategies using Leader approach, and as an opportunity for priority funding through guaranteed budget on measures and projects to implement the BNSRI 2020 and the relevant municipal and regional plans.
