One of the important achievements of Roma organizations in recent years related to the actual planning of EU funds for Roma integration will be maintained with this government. Order № P -207 of the Prime Minister Plamen Oresharski of 14 October 2013 defined the composition and tasks of the interdepartmental working group on resource support on Roma integration with European Union funds. The first meeting of the group is scheduled for October 22.

Tasks and functions of the group remain as they were set when it was created in 2011 – 2012. The Working Group will plan resourced and integrated interventions for the implementation of the National Strategy of the Republic of Bulgaria for Roma Integration (2012-2020), based on goals and priorities at the level of basic policies, health, education, social policy and housing policy; it will support the coordination of integrated interventions that involve two or more programs / tools. Interdepartmental Working Group will act as a coordination group for Thematic Fund "Fund for reforms related to the inclusion of Roma and other vulnerable groups" in the Bulgarian-Swiss cooperation program.

The composition of the group also retained its political character: deputy ministers in charge of the relevant Operational Programmes / Programme Rural Development and NGO representatives (selected after a special procedure in 2012). Important departure from the political nature of the group is the definition of administrative (not political) person for chairman: instead of the previous president (minister of management of EU funds Tomislav Donchev ) is defined not Deputy Prime Minister in charge of EU funds Z. Zlatanova, but the secretary of the National Council for Cooperation on Ethnic and Integration Issues Rosica Ivanova.

 

Interagency Working Group for resource support on Roma integration with the funds of the European Union was founded on the initiative of the Minister for the management of EU funds Tomislav Donchev after a proposal from the Roma NGOs at the end of 2011. The group essentially has the functions of policy council (Task Force) for planning the resource ensuring of the implementation of the National strategy for Roma Integration. In 2012 – the beginning of 2013, the Group developed and approved the Concept of Integration standardized interventions, the first two integration interventions (Community Center and Reducing dropout ) and Plan " Programs to implement BNSRI", defining specific programs that will be announced until 2020.
