13.02.2014Amalipe suggestions to the concept of development of vocational education and training

 

One of the main points in the last meeting of the Public Council of the Ministry of Education was the concept of the Ministry of Education for the development of vocational education and training. The concept has several key priorities:

    
conversion of initial and continuing vocational education and training in an attractive opportunity for learning;
    
providing flexible access to training and qualification;
    
greater participation and responsibility of VET stakeholders;
    
coordinated implementation and management of national and European instruments in the field of transparency, recognition, quality assurance and mobility

According to Amalipe Center one of the main opportunities for development of vocational education and training in small towns and villages is the creation and development of the professional classes in secondary schools. This relates not only to the stimulation of implementation of training on more attractive to the market and the region professions, but also improves the material and technical base in these schools. To meet the criteria for disclosure of professional classes, a school must have adequate facilities and equipment, and human resources (qualified teachers) that take years to develop and require significant funding.

Despite the undoubted advantages of the concept, its major drawback is that it provides measures and interventions aimed only at professional schools. And, as was mentioned above, in most of the smaller municipalities and rural vocational education and training is realized or has the opportunity to realize not only in vocational schools but in secondary schools with vocational classes, as well. For example, in the region of Shumen there are only 3 vocational schools, which is also the case with the region of Targovishte. Significant proportion of the students in these areas receives their vocational education in secondary schools with vocational classes. However, they are lacking in the concept. Therefore we offer to add secondary schools with vocational classes, wherever there are measures aimed at vocational schools.
