22.01.2009Making more funds for Roma - PLATFORM Project

From January 2009 Local Government and Public Service Reform Initiative (LGI) at Open Society Institute – Budapest starts initiative called “Making More Funds for Roma” in Bulgaria, Romania, Czech Republic, Slovakia and Hungary. In Bulgaria it will be implement by a Consortium with leading organization Open Society Institute – Sofia and partners Center for Interethnic Dialogue and Tolerance “Amalipe”, the National Association of Roma in Public Administration and Resource Center for Decentralization and Municipal Development. The name of the project in Bulgaria is “Platform for Project Generation “Structural Funds as Mean for Equal Integration of Roma”” (PLATFORM). The project is two-year initiative.

The overall project objective is to support NGOs, municipalities and other institutions to prepare projects for Roma integration with good quality in order to receive financing for these projects by European structural funds and programs financed by the state budget. Technical assistance for preparing projects is core activity of PLATFORM. It is steered by OSI – Sofia. Another component is directed to advocacy activities within the Monitoring Committees of National Strategic Reference Framework and the Operational Programs: incorporating Roma observers in them and announcing calls for proposals directed to Roma integration. This component is steered by Center “Amalipe”. In addition another component envisages establishing 6 Regional Project Generation Centers in the 6 Planned Regions (NUTS 2). Regional Roma NGOs will manage them. Five of them will be elected after special procedure; the six one (Central North Center) will be managed by Center “Amalipe”. The Regional Centers will organize information campaigns and will foster dialogue between municipalities, Roma NGOs and other institutions for preparing project ideas.

The overall project implementation will be steered by Steering Committee composed of the partners, Roma NGOs, Roma observers in the Monitoring Committees of structural funds structures   and key-institutions engaged with Roma integration (National Council for Cooperation on Ethnic and Demographic Issues, the National Coordinator of the Decade of Roma Inclusion).
