Call for proposals for creating a pilot model for improving the living conditions of marginalized communities was announced. It is for providing contemporary social houses, for permanent and sustainable solution of the problems related to the integration of people in disadvantaged or vulnerable position in the territory of municipalities in the range of the urban agglomerations. The chosen pilot municipalities will be defined as concrete beneficiaries of the scheme „Support for ensuring of the contemporary social housing for vulnerable people, minority groups and disadvantage vulnerable groups" under Operational Program „Regional Development". The budget of the scheme is 15.6 million BGN.
The deadline for submission of scanned and signed application form via e-mail minister.eufunds@government.bg is 14th of July, 2011.
The announced operation is in line with the amendment in article 7, paragraph 2 of Regulations of the European fund for regional development. After 2010 the Regulations allow building of houses for marginalized communities. The operation has clearly pronounced desegregation character as it provisions deconcentration of existing segregated neighborhoods and it does not allow the construction of new segregated compounds. It applies the so-called “complex approach”: except for construction of housing it ensures technical infrastructure, employment and education for the target disadvantage groups.
The Operation was initiated by the Minister of EU funds Tomislav Donchev. It was prepared by a group of Deputy ministers from the Managing authorities of OP “Regional development” and OP “Human resources development” also representatives of local authorities, Open Society Institute and Center Amalipe.
